A fierce offshore wind discourages the guests from the Sea-Breeze Hotel until a boy makes kite-flying the major attraction

From Publishers Weekly:
The proprietors of the Sea-Breeze Hotel--euphemistically named for the relentless winds that drive vacationers away--find fortune in adversity when they begin making kites from old scraps and discover that, as a kite-flying hotel, the establishment has no trouble attracting guests. Vaughan's text is straightforward, if a bit predictable, and in places the rhythms of her prose adroitly suggest the energy of a kite in flight. But it is Mullins's illustrations--collages combined with simple, sketchy pencil lines--that make the work come alive. Her materials include paper, feathers and bits of cloth and string, arranged to form exquisite patterns and convey almost palpable texture and dimension. And through her progressive addition of color, the artwork deftly mirrors the story's growing mood of celebration. Muted natural tones gradually yield to the exuberant hues--fire-engine scarlets, deep magentas, sunny yellows, and lush blues and greens--of the ever-increasing fleet of made-to-order kites. Ages 3-7.

From School Library Journal:
PreSchool-Grade 2-- An original story, lively mixed-media illustrations, and a popular topic are combined in this distinctive, distinguished book. The Sea-Breeze Hotel would be the perfect vacation spot, except for the blustery wind that blows 11 months out of the year. Patrons complain, and the hotel stands empty. Young Sam, hoping only to cheer up the owner, comes up with a perfect solution. He makes a kite, inspiring the others to do so, and before long the hotel is bursting at the seams with kids, grandparents, aunts, uncles, and kites of all shapes and sizes. The illustrations, composed principally of tissue paper, sketchy charcoal figures, fabric, and feathers, complement the story with their looseness and jaunty eye-catching sophistication. A breezy and cheerful book that will encourage readers to go fly some kites of their own. --Martha Topol, Northwestern Michigan College, Traverse City, MI
