After six years of the operation of the Welsh Assembly, this White Paper proposes reforms to the devolution settlement in Wales which are designed to deliver better governance and accountability. The paper focuses on three specific areas: proposals for legislation to change the current corporate structure of Welsh devolved government in order to effect a formal separation between the Assembly (the legislature) and the Welsh Assembly Government (the executive); the introduction of enhanced legislative powers for the Welsh Assembly in defined policy areas where it currently exercises executive functions; and a change to the current electoral system of proportional representation (the additional member system) to ensure that candidates can stand either in a constituency or on a party list, but not both.
