Set up in 1981, NIMROD (New Ideas for the care of Mentally Retarded people in Ordinary Dwellings) represented a major innovation in service provision to people with learning difficulties. It was a pilot project, which was to be monitored independently to test the feasibility of community-based service provision and to assess benefit to clients. In line with this, an independent research study (1981-1986) was funded by the Welsh Office and DHSS to evaluate the implementation of the project. This document draws together the research findings, focusing particularly on support housing and domiciliary support as the two major components of the service.
