"For a considerable period of time men active in the real estate business have been irked by the difficulties which were encountered in the selling and mortgaging of land and were traceable to the existing system of recordation. Furthermore, in the City of New York they have become increasingly dissatisfied with the scale of charges enforced by Title Insurance companies." Competing claims and arguments led this "impartial examination" of the issues. The study was funded by the Carnegie Corporation. The report includes the author's conclusions as to whether "a gradual replacement of [the curren system of] recordation should be replaced by title registration," and also offers a model law.
