The Supreme Court, in a ruling that has shaken the rafters in many a statehouse, decided that federal courts have the authority to step in when there is inequitable representation in state legislatures. This book, dealing with one of the most notable examples of an urban state ruled by rural influences, could not be more timely. Florida has experienced a population shift from two-thirds rural to two-thirds urban in the past forty years. Despite this rising urbanization, the Florida legislature remains dominated by rural representatives, rural interests, and a rural philosophy reflecting the country dweller's ingrained fear and distrust of the cities: the city slicker is out to fleece his simpler but more upright country cousin. As a result of this distrust, any correspondence between legislative action in Florida and the majority will is accidental. In demonstrating the extent of Florida's infection with this political disease, Havard and Beth probe the numerous and varied aspects of the sate legislature's organization and activity and their complicated interrelation. Going beyond the formal organization to its actual operation, they investigate the sociological aspects of the legislature's makeup and operation. Proceeding from the general to the specific in their discussion, the authors present fascinating composite profiles of the legislators themselves.
