Als Redaktor und Geschäftsleiter der sozialist. Zeitung "La Sentinelle" übte N. ab 1902 einen starken Einfluss auf die Neuenburger Arbeiterorganisationen aus, die einen beachtl. Aufschwung erlebten. 1903 wurde er wegen Dienstverweigerung verurteilt und aus der Armee ausgeschlossen; seine pazifist. Verteidigungsrede hatte ein grosses Echo. 1904 spielte N. eine bedeutende Rolle beim Maurerstreik in La Chaux-de-Fonds und beim Protest gegen die militär. Besetzung der Stadt. 1905-10 war er Neuenburger Grossrat. Beeinflusst von der religiös-sozialen Bewegung schuf er eine Synthese aus den Lehren des Sozialismus, des Syndikalismus und der Genossenschaftsbewegung. 1910 liess sich N. in Lausanne nieder, stand dort dem Sozialdienst des Volkshauses vor, war 1917-25 Waadtländer Grossrat und leitete 1919-24 die Zeitung "Le Droit du Peuple". Er blieb jedoch auch im Kt. Neuenburg aktiv und einflussreich. 1911 war er der erste Neuenburger Sozialdemokrat im Nationalrat, dem er bis zu seinem Tod angehörte (ab 1919 für den Kt. Waadt). Bei der Vollmachtenabstimmung der Bundesversammlung im Aug. 1914 enthielt er sich wie Ernest Paul Graber der Stimme, im Gegensatz zu seiner Partei, die zustimmte. N. nahm an internat. Treffen der Kriegsgegner teil, namentlich 1915 in Zimmerwald, und verkehrte mit Lenin, lehnte aber gewaltsame und diktator. Methoden vehement ab. Während und nach dem Landesstreik 1918 trat er für eine gemässigte Politik ein, was zu Konflikten mit Kommunisten und Linkssozialisten führte. Als begabter Redner und Publizist genoss N. über die sozialist. Kreise hinaus grosse Popularität» (HLS).
