Dans la nuit du 16 au 17, il a perdu 15 heures: au lieu de poursuivre à mort l’armée de BLUCHER battue, il l’a laissée gagner Wavre et retrouvée le 18 à Waterloo. Au petit matin du 17 il pouvait, selon sa « manière », prendre en pince les Anglo-Hollandais de WELLINGTON entre les canons de d’ERLON, NEY, LOBAU, la Garde, deux divisions de cavalerie, le tout couvert par GROUCHY; les rejeter loin de Genappe, marcher vers Bruxelles, sans que les Prussiens empêtrés dans les fonds de Mont-Saint-Jean fussent en état d’intervenir. Mais il s’attarde à Fleurus, visite en voiture le camp de bataille, se promène à cheval à Ligny, à Brye, console les blessés, entretient ses généraux de politique, joue à l’Empereur et, entre 11 heures et midi pense à envoyer LOBAU vers Marbais et GROUCHY entre les Prussiens qu’on croit en route vers Namur. « C’est un mauvais principe de guerre que de suivre l’adversaire sur son terrain »a-t’il dit souvent. Et il a suivi WELLINGTON à Mont-Saint-Jean et BLUCHER à Sombreffe. « Quand vous voulez livrer bataille, rassemblez toutes vos forces n’en négligez aucune; un bataillon quelquefois décide d’une bataille ». Or le 18, 9 bataillons sont restés à Ligny, presque autant à Charleroi; GROUCHY en a 62 sous ses ordres et l’Empereur, à 10 heures du matin, lui fait envoyer l’ordre de marcher sur Wavre et confirme cet ordre à 14 heures tout en l’invitant à « manœuvrer dans la direction de Mont-Saint-Jean ». GROUCHY ne pouvait faire les deux choses à la fois. Averti entre 14 et 18 heures le détachement du Maréchal mettrait -tout comme les Prussiens- de 6 à 8 heures pour le rejoindre. C’est pourquoi NAPOLEON constate que le destin et lui ne sont plus d’accord. Il l’a dit à ses compagnons de Sainte-Hélène « Je sentais la fortune m’abandonner.
