They foster conspiracy theories and charges as extreme as the one that drugs are sold in the inner city as part of a deliberate policy of genocide. And they alienate precisely the group of people, middleclass whites, whose support must be enlisted if racial harmony is to be realized. Paved With Good Intentions is a hopeful, even optimistic book. It assumes that America's racial problems can be cured if they are honestlv understood. But it recognizes that the process will not be an easy one. As long as whites are held chiefly responsible for the situation of blacks, policies such as affirmative action and quotas, that are perceived to penalize one group to reward another, will only make things worse. This is an arresting restatement of the American dilemma that is as convincing as it is provocative.
