Cairnes, einer der letzten englischen Klassiker, war ein unbedingter Anhänger der deduktiven Methode. Nach dem Tode John Stuart Mills wurde John Elliot Cairnes (1823-1875) zum führenden englischen Ökonomen (Karl Pribram). Alfred Kruse (1959): Es ist das große Verdienst Cairnes', den ersten Schritt zur Beseitigung der bei David Ricardo und John Stuart Mill zu findenden strengen Scheidung von "international" und "domestic" trade getan zu haben. Bisher war angenommen worden, dass im Außenhandel Kapital und Arbeit unbeweglich, im nationalen Rahmen beide jedoch voll beweglich seien. Während Cairnes das für das Kapital im großen und ganzen auch anerkannte, leugnete er die Beweglichkeit der Arbeit zwischen den non-competing groups. "Es ist somit klar, dass keine scharfe und feste Grenze zwischen Binnen- und Außenhandel gezogen werden kann, die auf der Eigenschaft der Hemmnisse der Beweglichkeit von Arbeit und Kapital beruht". Damit war der Weg vorgezeichnet für die Erweiterung der Außenhandelstheorie zur Außenwirtschaftstheorie (mit Einschluß von internationalem Kreditverkehr und Wanderungen), die später von Bertil Ohlin vorgenommen wurde. - Gerhard Stavenhagen (1969): In politischer Hinsicht ist nach Cairnes die politische Ökonomie eine neutrale Wissenschaft. Man müsse allerdings zwischen zwei Zweigen unterscheiden, zwischen "science" und "art", wobei die "science", wie schon John Stuart Mill gezeigt habe, von einem Phänomen Kenntnis nimmt und bemüht ist, ein Gesetz zu entwickeln, während die "art" darauf ausgeht, etwas zu erreichen oder zu bewirken. Man könne auch sagen, dass die science es mit Fakten, die "art" es mit Vorschriften, Geboten und Verboten zu tun habe.
