The author, a merchant and landowner who had served as treasurer of the Junta da Fazenda dos Açores, states in his dedication to Roberto Luiz de Mesquita Pimentel, a deputy to the Portuguese Cortes from the Açores, that he had intended to publish the present volume in 1819, but was prevented from doing so by government censorship.
