The National Bureau of Asian Research (NBR) is an American nonprofit, research institution based in Seattle, Washington, with a branch office in Washington, D.C. NBR brings together specialists, policymakers, and business leaders to examine economic, strategic, political, globalization, health, and energy issues affecting U.S. relations with East, Central, Southeast and South Asia and Russia. Its mission is to inform and strengthen Asia-Pacific policy. NBR undertakes a small amount of contract work for public and private sector organizations. Established in 1989, NBR is a legacy organization of Senator Henry M. Jackson. During the 1970s, Senator Jackson had raised the need for a "National Sino-Soviet Center" in conversations with Kenneth B. Pyle, director of the University of Washington Henry M. Jackson School of International Studies. He then enlisted Edward Carlson, president and CEO of United Airlines, and Thornton Wilson, CEO of the Boeing Company, to assist in creating an institution that would bridge the gap between those responsible for foreign policy decision making and the specialists located in universities and research institutes in the U.S. and abroad. After Jackson's death, the National Bureau of Asian and Soviet Research was officially established with grants from the Henry M. Jackson Foundation and The Boeing Company. Kenneth B. Pyle served as the organization's founding president. In 1992, the organization dropped "and Soviet" to become The National Bureau of Asian Research. Matthew Kroenig (born 1977) is an American political scientist, author, national security strategist, and former CIA officer. He is professor in the Department of Government and the Edmund A. Walsh School of Foreign Service at Georgetown University. Kroenig is best known for his research on international security and nuclear weapons. Kroenig began his career as a military analyst in the Strategic Assessment Group at the Central Intelligence Agency. As a CIA officer he analyzed international reactions to Iran?s nuclear program. In 2005, he worked as a strategist in the Office of the Secretary of Defense, where he was the principal author of the first ever U.S.-government-wide strategy for deterring terrorist networks. He was recognized by the Office of the Secretary of Defense?s Award for Outstanding Achievement for his work on elevating deterrence to a more central element of the U.S. counter-terrorism strategy. From 2010 to 2011, Kroenig returned to the Pentagon on a Council on Foreign Relations International Affairs Fellowship to serve as a special advisor on Iran policy in the Office of the Secretary of Defense. In that role, he developed strategic options to address Iran?s nuclear program. He is a professor of government and foreign service at Georgetown University. He is the Atlantic Council's deputy director of the Scowcroft Center for Strategy and Security. Nuclear multipolarity in Asia poses a number of unique challenges for U.S. national security, which are often novel from similar problems faced under conditions of nuclear bipolarity. As defined in this report, a multipolar nuclear order is simply an international system in which multiple nuclear-armed states regularly interact. Asia is defined here broadly as stretching from East Asia to the Middle East. The most important and fundamental differences with the Cold War are that, at present, the major nuclear-armed states each have multiple nuclear-armed adversaries, and these competitor states are not aligned with one another, meaning that each power must take into account, and tailor policies to address, distinct and often overlapping strategic dynamics. The U.S. faces heterogeneous dangers from Russia, China, and North Korea. Russia must be concerned with distinct nuclear threats from both China and the U.S. China confronts manifold challenges from the U.S., Russia, and India. And India must deter unl.
