As a result of the generosity of these two agencies, I was able to study the logical, methodological, and ethical assumptions inherent in the decision to utilize nuclear fission for generating electricity. Since both grants gave me the opportunity to survey public policy-making, I discovered that there were critical lacunae in allegedly comprehensive analyses of various energy technologies. Ever since this discovery, one of my goals has been to fill one of these gaps by writing a well-docu mented study of some neglected social and ethical questions regarding nuclear power. Although many assessments of atomic energy written by en vironmentalists are highly persuasive, they often also are overly emotive and question-begging. Sometimes they employ what seem to be correct ethical conclusions, but they do so largely in an in tuitive, rather than a closely-reasoned, manner. On the other hand, books and reports written by nuclear proponents, often Under government contract, almost always ignore the social and ethical aspects of energy decision-making; they focus instead only on a purely scientific assessment of fission generation of electricity. What the energy debate needs, I believe, are more studies which aim at ethical analysis and which avoid unsubstantiated assertions. An attempt is made to develop a fairly abstract unified theoretical frame work for the description of discourse which actually helps explain concrete facts of the discourse grammar of a naturallanguage.2 This plan is reflected in the division of the study into two parts. In the first part, a semiformal framework for describing conversational discourse is developed in some detail. In the second part, this framework is applied to the functional syntax of English. The relation of the discourse grammar of Part II to the descriptive frame work of Part I can be instructively compared to the relation of Tarskian semantics to model theory. Tarski's semantics defmes a concept of truth of a sentence in a model, an independently identified construct. Analogously, my rules of discourse grammar defme a concept of appropriateness of a sentence to a given context. The task of the first Part of the essay is to characterize the relevant notion of context. Whatever the success of this attempt, there can be no doubt that it was enormously influential. Cartesian celestial mechanics held sway for well over a century, and some of the best minds of that period, including Leibniz, Malebranche, Euler, and the Bernoullis, attempted to modify and quantify the Cartesian theory of vortices into an acceptable alternative to Newton's theory of universal gravitation. Thus, the Principles is not only of inherent and historical interest philosophically but is also a seminal document in the history of science and of 17th Century thought. Principles of Philosophy was first published in Latin, in 1644. In 1647, a French translation, done by the Abbe Claude Picot and containing a great deal of additional material and a number of alterations in the original text, was published with Descartes's enthusiastic approval. Unlike some English translations of portions of the Principles, this translation uses the Latin text as its primary source; however, a good deal of additional material from Picot's translation has been included. There are several reasons for this. The previous congresses were held in Menton 1973, New Orleans 1976, and Kyoto 1979, and the 1985 congress is tentatively planned to be held in the province of Quebec, Canada. The Congress consisted of six symposia in various areas of quantum chemistry, solid-state theory, and quantum bi ology. The meeting was attended by about 450 scientists from 45 different nations, and a total of more than 300 scientific papers were presented. Even the poster contri butions were given some plenary time. In particular, it is con cerned with the differences in approach of the Dutch and English planning systems and the contrasting ways in which they are used to guide, promote and control development. The book results from a research study in which members of staff at Delft of Technology and Oxford Polytechnic compared local planning and University development in the Netherlands and England. The aim was to investigate ways in which development was promoted and controlled under different planning systems. The research was subsequently developed along two converging lines. One was an examination of over twenty case studies of plan making and the con trol of development in the cities of Leiden and Oxford. The other was a study of the two planning systems and the ways in which the respective approaches to planning were seen to relate closely to the contrasting legal and administrative systems and differences in development practice. The convergence of the two lines of enquiry produced a tension between empirical observations and theoretical supposition which led to a fruitful development of ideas about the nature of the two planning systems and how they promote and control develop ment. 296 pp. Englisch.
