One of the editors was invited to work with several members of the International Institute for Environment and Society. These researchers were in the early stages of a rather ambitious project designed to study differences in the implementation of pollution control laws among European countries. Our discussions soon revealed that there was much to be learned by the sharing of our research findings in the United States and Europe. Discussions among the researchers at lIES suggested that we expected there to be wide cultural and institutional differences among countries and, therefore, significant differences in the operation and effectiveness of control efforts in different countries. It has been argued al most universally that differences in institutional form will lead to differences in pollution control outcomes. By comparing implementation in various countries, we could observe the ef fects of institutional differences. The lIES project was only one study of the implementation process. Perhaps by analyzing the results of various studies by various authors and for a wide variety of countries and situations, more could be learned. The conference idea was born. Its main symptom is, of course, the decrease in union membership. Still, other, less observable elements account for the concern, namely the obsolescence of discourse, the decrease of militant motivation, and the question of efficiency of strikes or collective bargaining. One must keep in mind, however, that trade unions will evolve differently from one country to another. What we know about trade unions has changed over the years. We can now more accurately assess the effects of union action, especially with regard to labor market, wages, and productivity. This book adds to the assessment by integrating the new theories of organizations, contracts, and property rights. In doing so, we shift from a study of markets to one of hierarchies. Thus, the current literature comes back to its sources (but with improved analytical instruments) by returning to the Ross-Dunlop debate on the nature of the trade union. This more complex outlook of trade unions as an organization-not only as an abstract or bodyless supplier of monopolistic labor-allows one to understand better the apparent differences between unions (mainly American) whose action is oriented towards work relation ships and labor contract management and unions (European or 'Latin') who are closer to a pressure group wielding power on the political front. 368 pp. Englisch.

Of course, several successive later rewritings and a great many additions have profoundly altered the initial version: starting from a remarkably clear and concise exposition of eco nomic theory, we have ended with a book that is several hundred pages long. It is not at all certain that Mr Boiteux would recognise this intellec tual sponsorship. Nor is it certain that the gain in information justifies such an increase in size. Microeconomic analysis, that is to say that analysis which results from the study of the behaviour and activities of individual decision-units, was for a long time the main concern of the neo-classicists. Since several colleagues thought that the critical comments on various theories might discourage students, I divided this introduction into two parts. It is intended as a complement to an introductory course on economics, which for the most part does not deal systematically with (or is even totally lacking in) critical comments.
