A generally VG clean, large copy set of this scarce work, complete with the Appendix, which is usually lacking. (Printing and the Mind of Man, 224; Garrison and Morton 1598; Goldsmiths' 11625). John Howard (1726-90) - A philanthropist and social reformer, Howard was dedicated to prison reform and public health improvements. John Howard was born in Hackney, in east London in 1726, the son of a partner in an upholstery business. On his father's death in 1742, he inherited considerable wealth and settled on an estate in Bedfordshire. In 1773, he was appointed high sheriff of Bedfordshire and supervision of the county jail became of one his responsibilities. He was shocked by the conditions he found there and visited others in England, where the situation was no better. Jailers were not salaried but lived off fees paid by prisoners for food, bedding and other facilities. This system meant that poorer prisoners lived in terrible conditions. Many jailers demanded payment before prisoners were released, meaning that some stayed in jail even if they were innocent or had served their sentences. Howard's concerns led to two 1774 parliamentary acts - one abolished jailers' fees, the other enforced improvements in the system leading to better prisoner health. Howard, however, felt that the acts were not strictly obeyed. In 1775, he embarked on a tour of prisons in Europe visiting Scotland, Ireland, France, Holland, Flanders, some German states and Switzerland. He travelled on a similar route two years later, and in 1781 added Denmark, Sweden and Russia to the list. He visited Spain and Portugal in 1782. At a time when travel was uncomfortable and frequently dangerous, he travelled nearly 80,000 kilometres, making seven major journeys between 1775 and 1790, the first two of which are described in his book 'The State of Prisons in England and Wales. and an Account of Some Foreign Prisons'. While examining Russian military hospitals, Howard contracted typhus in Kherson, Ukraine, and died there on 20 January 1790. In 1866, the Howard League for Penal Reform was founded in his honour. The present alphabetically arranged survey was published with the assistance of the Rev. Weeden Butler. The first part exposed the absurdity of the then prevailing system of imprisonment for debt. Second and best edition of John Howard's exhaustive and highly influential examination of the prisons of Britain and Europe, considerably enlarged from the first edition of 1777 and with an additional seven engraved folding plates. Howard's criticism of British gaols was contemporary with recent discoveries in the Pacific, marking the work out as one of the fundamental works in the debate that would culminate in the establishment of the penal colony at Botany Bay.Howard's study is a landmark in the history of criminology. Like his successor Jeremy Bentham, Howard took great interest in the architecture of prisons and demonstrated that an improvement of the penal environment could promote rehabilitation. This second edition features eleven folding plates of which seven are detailed plans of existing prisons including Newgate and the Bastille.In 1773 Howard accepted the office of high sheriff of Bedford and was appalled by the conditions in the local gaol. As a result, he began an exhaustive examination of British gaols and in 1774 gave evidence to a parliamentary committee which legislated for gaolers to be paid a fixed salary to minimise their extorting money from prisoners, while all those detained without charge were immediately released. Howard continued to agitate for better food and medical care and launched a systematic inspection of British and continental gaols.The State of Prisons is a rich source of statistical data and detailed description alike. Interestingly, this second edition expands upon the condition of the Thames hulks based on a series of visits made in 1779. Howard reports that the pursers' weights were doctored for personal gain and that new rations of cloth and bedding had been issued specifically for his visits to the Justicia and her sister hulk the Censor. He reports horrific mortality rates on the hulk Justicia: between August 1776 and March 1778 a staggering 176 of the 632 prisoners had died. The appalling conditions and vice on the hulks led to their widespread condemnation and calls for transportation as a preferable state of affairs.Tragically, Howard died in the Crimea in 1790 from the very prison fever he sought to eradicate. He draws comparisons between the elimination of scurvy at sea and maintaining the health of prisoners and refers to the scholarship of Sir John Pringle and James Lind, both eminent contemporary physicians of the scurvy problem. Occasional inoffensive offsetting, some water-staining to the margins of the text and affecting the plates, but overall a good copy in, some wear to joints and extremities of the binding.
