Very Good: pages and plates are clean and binding sound; there is some offsetting (browning) from the backs of the plates to the adjoining leaves, and the endpapers are browned; second flyleaf has a nice early ink gift inscription and some heavy offsetting/browning. Book Condition: Very Good. 3rd Edition. 2 volumes, large 4to., [viii, 508pp.] + [iv, 296pp.], half-titles present, illustrated with 39 finely engraved plates, many folding, (complete), some occasional old light waterstains to some leaves of Appendix volume, both volumes bound in later matching buckram with spines titled in gilt. A generally VG clean, large copy set of this scarce work, complete with the Appendix, which is usually lacking. (Printing and the Mind of Man, 224; Garrison and Morton 1598; Goldsmiths' 11625). John Howard (1726-90) - A philanthropist and social reformer, Howard was dedicated to prison reform and public health improvements. John Howard was born in Hackney, in east London in 1726, the son of a partner in an upholstery business. On his father's death in 1742, he inherited considerable wealth and settled on an estate in Bedfordshire. In 1773, he was appointed high sheriff of Bedfordshire and supervision of the county jail became of one his responsibilities. He was shocked by the conditions he found there and visited others in England, where the situation was no better. Jailers were not salaried but lived off fees paid by prisoners for food, bedding and other facilities. This system meant that poorer prisoners lived in terrible conditions. Many jailers demanded payment before prisoners were released, meaning that some stayed in jail even if they were innocent or had served their sentences. Howard's concerns led to two 1774 parliamentary acts - one abolished jailers' fees, the other enforced improvements in the system leading to better prisoner health. Howard, however, felt that the acts were not strictly obeyed. In 1775, he embarked on a tour of prisons in Europe visiting Scotland, Ireland, France, Holland, Flanders, some German states and Switzerland. He travelled on a similar route two years later, and in 1781 added Denmark, Sweden and Russia to the list. He visited Spain and Portugal in 1782. At a time when travel was uncomfortable and frequently dangerous, he travelled nearly 80,000 kilometres, making seven major journeys between 1775 and 1790, the first two of which are described in his book 'The State of Prisons in England and Wales. and an Account of Some Foreign Prisons'. While examining Russian military hospitals, Howard contracted typhus in Kherson, Ukraine, and died there on 20 January 1790. In 1866, the Howard League for Penal Reform was founded in his honour. John Howard's influential treatise which has been extra illustrated with a manuscript petition and letter from the debtors of the Newcastle Newgate Prison from 1794. The two manuscript leaves have been bound in opposite the account of Newcastle gaol at page 422. The first folded sheet is a covering letter addressed to the Home Secretary Henry Dundas, dated 23 April, 1794 which announces the 'Petition to his Majesty, which we beg of your Honour to present at your convenience'. The debtors make a case for a change in the law based on their 'small debts and. families, who must become chargeable to their respective parishes, being deprived, by our confinement here, of their former means of support', making reference to a bill being introduced by the Lord Chancellor which might include such a measure. The letter is signed by Hermoth Anderson and accompanied by a separate leaf containing the petition itself, elegantly set out and signed to the rear by 12 individual debtors including Anderson, Ann Harle, Jon Philpott and others. Given the influence of Howard's reformist text, the context of these letters could hardly be more appropriate. The book is bound in half calf over original marbled boards, somewhat rubbed, sympathetically respined and with reinforcement to the inner hinges of what is a heavy quarto. The text and superb engravings are all present although the half title is wanting. Printing and the Mind of Man, 224.
