Das erste Buch zeichnet das Bild einer korrupten Gesellschaft in England und Europa. Scharf wird die zeitgenössische Eigentumsordnung kritisiert. Die Dialogfigur Thomas Morus appelliert für eine mehr bürgerliche politische Philosophie, die nicht im träumerischen Überschwang die politische Ordnung der Zeit überfliegt, sondern humanistische Gelehrte dazu anhält, Fürsten zu Reformen zu bewegen. Dagegen hält Raphael Hythlodaeus die Gesellschaft Englands für so verderbt, dass der Philosophie nirgends Gehör geschenkt würde. Die Ursache für politische Unordnung, Kriminalität und soziale Missstände liegt bei den Menschen selbst und ist ökonomischer Natur. Es ist der Verlust der traditionellen Agrarstruktur. Das Land, das die Menschen ernähren sollte, nährt Schafe, deren Wolle Gewinn verspricht. Im Gegensatz dazu schildert Hythlodaeus im zweiten Buch die intakte Sozialordnung der Insel Utopia, die er auf einer Reise entdeckt haben will. Die Gesellschaft Utopias bietet ihren Bürgern ein abwechslungsreiches Leben zwischen Stadt und Land. Sie gewährt ihnen Glück, Wohlstand, leichtes Arbeiten sowie die Gelegenheit zu kultureller Bildung und lässt sie auf privates Eigentum und familiäre Privatheit leichten Herzens verzichten. Für die noch immer nötige Kriegführung bedienen sich die Utopier zumeist eines rohen, doch käuflichen Bergvolkes, der Zapoleten. Zwar hat sich die christliche Religion noch nicht auf der Insel verbreitet, aber ihre Bewohner verfügen über einen adäquaten Ersatz in einer natürlichen deistischen Religion, die ihr sittliches Gewissen trägt. Doch Utopia heisst Nicht-Ort, Nirgendwo-Land, ihr Hauptort, Amaurotum (= Nebelstadt) liegt am Fluss ohne Wasser und der Name des Reisenden, Hythlodaeus, lässt sich mit Schwätzer übersetzen. Morus macht deutlich, wo er träumt.
