Alexander Maximovich Yakovlev is the Plenipotentiary of the President of the Russian Federation in the Federal Assembly, a Professor and Doctor of Law, a world renown Russian jurist, and a section head at the State and Law Institute of Russia's Academy of Sciences in Moscow; and Ronald C. Monticone, a Professor of Political Science at the Queensborough Campus of the City University of New York is a Ph.D. from New York University in the field of Comparative Government. He is the author of a political biography on Charles de Gaulle and a monograph on the Catholic Church in Communist Poland, 1945-1985. Dr. Monticone is a member of the Board of Editors of the Polish Review, a scholarly quarterly on Polish and East European Affairs. He has written several articles and book reviews for a number of scholarly journals. Vladimir Veniaminovich Belyakov is Counselor and Head of the Information Department of the Embassy of the Russian Federation in Washington, D.C., and Editor-in-Chief of Russia's Information Agency-Novosti with offices in Moscow and Washington, D.C., and their publication in the U.S., Russian Life. Walter John Raymond is professor of political science and constitutional law, publisher, and author of Dictionary of Politics, 7th ed., and other studies in government and politics.
