In this volume, Long addresses himself to some of the central issues of arms control. Having worked with a succession of American presidents, he discusses the role of the president as an initiator of arms control policies, the failures of presidents to educate the American public on the subject and the neglect by some presidents to support arms control. Long disucsses American presidents from Eisenhower through Reagan and helps us understand some of the differences in their approaches.

About the Author:
Franklin Long was a member of the President's Science Advisory Committee from 1961-1966 and was assistant director of the United States Arms Control and Disarmament Agency. He is now the Henry Luce Professor of Science and Society at Cornell University, Ithaca, N.Y.
