About the Author:
Chen Dezhao is deputy chief and member of the executive board of the Division of International Economic Studies at the China Center for International Studies in Beijing.

Jane Khanna is assistant director for programs and development at the Pacific Forum CSIS. Prior to joining the forum in 1989, she received her master's degree from the John Hopkins School of International Affairs and worked for the United Nations Development Program and the Social Science Research Council.

J. A. Miller is director-general of Hong Kong's Trade Department and is responsible for multilateral policy and North American bilateral relations. He is a graduate of the School of Oriental and African Studies in London and of the John F. Kennedy School of Government at Harvard University.

Robert S. Ross is research associate at the John King Fairbank Center for East Asian Research, Harvard University, and was a visiting professor of the College of Foreign Affairs in Beijing during 1994-95.

Sally Stewart is head of the Department of Management Studies at the University of Hong Kong and specializes in international marketing. She recently founded the Center of Ethics and Values at the University of Hong Kong. Ms. Stewart holds several degrees from Oxford University.

Sung Yun-wing is reader in economics and co-director of the Hong Kong and Asia- Pacific Economies Research Programme at the Chinese University of Hong Kong. He is also corresponding editor of Asian Pacific Economic Literature. His research interests cover international trade and economic development in China, Hong Kong, and Taiwan. He has written six books, edited two books, and published numerous articles in these fields.

Milton D. (Ming-deh) Yeh is a research fellow at the Institute of International Relations at National Chengchi University in Taipei. He was the recipient of a Fulbright grant in 1993. His research interests include politics in mainland China and Hong Kong. He earned a Ph.D. in political science from the University of Pittsburgh
