Many of our problems in the Third World are centered on what is now called "low intensity conflict". The term refers to insurgencies, organized terrorism, paramilitary crime, sabotage, and other forms of violence in the shadow area between peace and open warfare involving large units. To defend its interests properly in the Third World, the United States will have to take low intensity conflict much more seriously. It is a form of warfare in which the "enemy" is more or less omnipresent and unlikely ever to surrender. In the past we have sometimes seen these attacks as a succession of transient and isolated crisis. We now have to think of them as a permanent addition to the menu of defense planning problems.
