A temporary measure was also passed allowing a grant-in-aid to such persons who, by reason of their advanced age, had not been able to derive full advantages from the scheme of State insurance. 312. The total sum granted by the State to subsidize old age insurance was increased in 1906 to 640,000/., and most of this was actually expended in the payment of pensions or grants, the administrative expenses being almost entirely borne by the friendly societies. 3L3. An important work, conducted by the "Caisse d'JSpargne," is the advance of funds to the friendly societies, constituted for the improvement and construction of workmen's dwellings. The advantages of insurance is actively pressed in schools and other institutions, but the influence of this teaching, though felt in the middle classes, has not yet appreciably penetrated to the very poor, a circumstance variously accounted for by improvidence of habit or by lowness of wages. Labour Accidents. 314. The system of insurance was further extended by a Law of the 21st July, 1890, constituting an insurance fund for the relief of labour accidents. In the preamble it was stated that this measure was only the "the first stone of the building,' and by subsequent legislation the principle of insurance against accidents has been greatly increased, and, in the case of employers of labour, rendered practically compulsory. At the end of the year 1893 compensation was made obligatory in nearly all industrial enterprises. The law passed in that year affects persons employed in mines, quarries, transports, and workshops, in agricultural enterprises, and in commercial houses of a certain importance.
