What are we going to do about it? No one has presented what appears to be a feasible scheme. The task would be a gigantic one if we were to take out these criminal ones from the body politic and segregate them. There is a love of liberty in this country which wouldn't permit the taking of a child from his parents because some public officer said he was feeble-minded, but we can have legislation which will make that father and mother exercise closer supervision over their own children, and as that child grew in his feeble-mindedness, because it is a progressive disease, the parents would come to see that they needed supervision and might call upon the state to take a hand in the proceedings. We need laws. It is pioneering perhaps to say that marriage isn't a matter of absolute right between man and woman. It must be regarded for the purposes of this discussion as a privilege, as a license, extended to them by the state. They go to the marriage window today and the clerk takes $1.50 and says, " How old are you and where do you live and what is your name?' These questions being answered, they are handed a license. If the man was syphilitic, if the woman was tubercular, then everybody would say they ought not to be married. If the woman had any communicable disease, or the man as well, everybody would agree that they ought not to...
