Dr. V. Bhaskara Rao (b. 1939) was formerly Professor of Public Administration at Kakatiya University, Warangal. He received State Teachers Award of Government of Andhra Pradesh in 1992 and Paul H. Apple by Award by 2010 by IIPA. Founder Secretary-cum-Treasurer of New Public Administration Society of India. He visited U.S.A., U.K., and Bermuda.
