President Johnson's programs failed to end poverty in America and, instead, might have fostered an entrenched poverty caste. While embracing the aims of the Great Society, the authors reject its flawed, centralized, bureaucratic administration. They propose an alternative strategy that would help the poor climb out of poverty through their own efforts and with help from strengthened local institutions. With greater freedom, the poor would be obliged to be more accountable for family life, individual initiative, and mutual responsibility.
