The overlapping is what combines the separate parts into a system. The chapters describe the separate groups. The chapter summaries describe their overlapping. The opening chapters examine the behaviour of individual groups at the school level (students, teachers, and administrators). This is followed by an examination of groups beyond the school, at the community, state and federal levels. Finally the analysis moves back down the system to trace the classroom effects of state and federal actions.
