This White Paper follows up to 1993 consultation paper "Disclosures from Criminal Records for Employment Vetting Purposes". It proposes new arrangements in England and Wales for disclosure from criminal records for employment-related purposes. There will be no new requirements to conduct criminal record checks; their use will generally continue to be at the employer's discretion. The new arrangements cover: the establishment of a Criminal Records Agency; registration of employers and licensing bodies; a code of practice regulating the use of criminal record information; and three types of criminal record checks.
