In order to maintain and improve the nation's health and the quality of health care, the NHS must continue to invest in research and development. Relevant high-quality research and development is crucial in helping purchasers and providers of health care to improve the effectiveness and cost-effectiveness of service delivery. Moreover, the NEB must continue to support the investment of other funders of research and development in health and health care. This report aims at getting the systems and incentives right to ensure that both kinds of investment are soundly based and to produce the right balance between short- and long-term research and development objectives.
