In 1981, 48 people died following a fire at the "Stardust Disco" in Dublin. This guide recommends standards for means of escape and other fire precautions in a wide range of premises used for public entertainment and recreaction. Drafted by a working party, it follows consultation with organizations representing owners, occupiers and users, enforcing authorities and professionals. The guide has no statutory force but it provides advice for licensees, owners and managers on their responsibilities and the safety levels they may be expected to meet. It is directed mainly at the professional or technically trained officers in local authorities and fire authorities who are charged with giving advice on fire safety matters, whether to licensing authorities or to managements. It aims to set acceptable standards of safety and encourage consistency of enforcement, while at the same time leaving scope for flexibility and the exercise of professional judgement and common sense.
