This book looks at planning control, which aims to ensure a balanced pattern of urban settlement and conservation of resources, providing a good environment for people to live and work in. The book details the system for the control of development and the drawing up of development plans in four countries - Denmark, France, West Germany and the Netherlands - and compares their practices with those in England. Topics covered in each country report include the historical background, the administrative framework, definitions of "development", the relationship between development control and actually drawing up plans, and procedures for appeals. The report shows that although each country has to deal with broadly similar pressures and problems, their systems of planning control are both complex and unique, rooted in their history and constitution. The final section highlights some of the basic differences between these systems and English practice.
