Therefore the primary purpose of the Department of the Environment in commissioning this two-stage research study by Aston Business School was to fill this information gap. The initial stage of the research comprised a large-scale survey . This publication reports on the second stage which was undertaken in 1992, and is a series of detailed case studies of 15 local councils of different sizes and types. The extent and nature of their activities and the way they conduct their business is examined.
