The "Right to Manage" allows housing tenants of local authorities in England and Wales to set up tennant management organizations (TMOs). A TMO takes on a package of housing management responsibilities for a particular housing area or estate after entering into a management agreement with the local authority. A series of three books has been published to guide local authorities, agencies and tenants through the various TMO processes. This manual covers the processes involved in developing a TMO. Written for tenants, it should also be a useful overview for local authorities and training agencies.
