ANDREW MASSEY is Associate Dean (Research), University of Portsmouth, UK. He is author or co-author of several books and articles on public administration and public sector reform, including most recently, Modernizing Civil Services (with Tony Butcher), Edward Elgar, 2003 and Decentralizing the Civil Service (with R.A.W. Rhodes, Paul Carmichael and Janice McMillan), Open University Press, 2003.
ROBERT PYPER is Professor of Government and Public Administration, Glasgow Caledonian University, UK. He is author, co-author or editor of seven books, including Aspects of Accountability in the British System of Government (Tudor, 1996), The British Civil Service (Palgrave Macmillan, 1995), and The New Public Administration in Britain (with John Greenwood and David Wilson), Routledge, 2002. His articles have been published in a range of journals, and he is the Editor of the journal Public Policy and Administration.
