Dans tous pays, les questions colonialessont et doivent être des questions patriotiques. La question du Congo, en raison de ses ori gines, est forcément pour nous du ressort du loyalisme. C'est à la lumière de ces deux senti ments, judicieusement compris, le patriotisme et le loyalisme, que doit être étudiée l'oeuvre du roi Léopold.
Je n'ai donc pas à m'excuser de sortir de la question. Je vais en examiner, au contraire, un des côtés les plus intéressants Cela fera l'ob jet de la première partie de cette conférence.
