BARBER is the Chief Learning Officer for the Ballistic Missile Defense University in Washington, DC, and an adjunct professor in the Communication Department at George Mason University in Fairfax, Virginia. He is the author of ^IThe Black Digital Elite: African-American Leaders of the Information Revolution (Praeger 2006).
WANDA G. BROCKINGTON is Associate Professor and Chair of the Mass Communications and Journalism Department at Norfolk State University.
