Since the mid-1960s a long shadow has fallen across the British political scene, the shadow of Enoch Powell. From outside the main stream of consensus politics Enoch Powell has influenced the immigration policies of Labour and Conservative governments, the economic thought of the Conservative Party and the outcomes of three general elections. Douglas Schoen sets out to show how this has been done and to account for Enoch Powell's transformation from a highly abstract economic thinker who joined Harold Macmillan's Cabinet in 1962 into a populist politician presenting the people's views against those of the elite consensus. Using published and unpublished public opinion poll data Schoen shows that Enoch Powell's impact on elections, economic policy, immigration, the EEC and Northern Ireland has been significant and that Powell has commanded much higher levels of support than has been generally admitted. One surprising discovery is that Powell's influence has remained considerable throughout the 1970s, in spite of his position in Ulster, since the February 1974 election. The second half of the book looks at a number of theories which attempt to explain Powell's rise. Schoen argues that much more significant is his understanding of the real grievances of his followers - concern over immigration and the general sense that the system and the politicians are not representing their interests.
