JOYCE A. LADNER, Ph.D., is the former President of Howard University in Washington, D.C., where she also served as Vice President of Academic Affairs and professor of sociology. Currently a senior fellow at the Brookings Institution, Dr. Ladner is a leading commentator and lecturer on issues of child welfare, race, and gender relations.
