Visitors to the Northern Wairoa arriving from the south often comment on the extensive and fertile flats running from the foot of Rogan's Hill to the bluff at Tokatoka. Few of them realise the dramatic physical changes that have taken place in this area during the course of much less than a century. Today's rich dairying and cropping district has emerged from idle marsh and timber country (mainly kahikatea) as a result of an extensive drainage system began by pioneers in the 1890s. The bigest employer of labour on the flats was the sawmill close to the Wairoa River at Naumai.
