School principals, superintendents, and other administrative personnel must have a solid understanding of the general finance and appropriation structure of federal, state, and local government as well as the ability to formulate and manage school budgets. With the guidance of this new text, educational leadership candidates preparing for such roles will learn the realities of school finance policy, issues, and applications. By providing critical analysis and by including unique chapters on misconceptions about school finance, demographic issues, spending and student achievement, and future trends, authors William Owings and Leslie Kaplan exceed the coverage of these topics as found in other texts.

"[Chapter 1 is] Brilliant! Finally, someone understands the need to provide talking points for educational leadership candidates so they may hold educated conversations with their politicians and school community."
"I enjoyed reading "Public School Finance." I like the authors' straightforward, informal approach to the teaching of school finance. Moreover, [they go] to great pains to make it interesting! What a change from most textbooks. [The authors] bring in enough data and introduce sufficient controversial topics to provide the basis for lively classroom discussion."
"The case studies are excellent. I have searched for school finance case studies to supplement the texts I have used and have come up short. My overall impression of the text is one of great enthusiasm. In the 14 years I have taught school finance courses, this is the first time I have read a text that was written in common sense language with school leadership emphasized. YES - I would definitely adopt this text as soon as it is available. I am teaching the finance course this spring and wish that it were available right now!!"
"I especially value the cases at the end of each chapter because I strive to have this finance course be as applied (e.g., experiential) as possible. This text offers a logical sequence of topics. Provides essential background knowledge for understanding school finance, affording a platform on which I can implement skill-based instruction relevant to the role of principals and supervisors in the state. Throughout, the writing style is fast-paced and easily read - a real bonus for a text on school finance. ..I would adopt this text for my course."
