Richard K. Bass served as Communications Director for County of Clackamas, Oregon for 25 years in design and maintenance of two way radio systems. Served as Radio Electronics Officer under contract with US Navy on board Navy vessels. Mr Bass holds FCC General Radio Operators Certificate, FCC GMDSS Radio Operator License, US Coast Guard License as Radio Officer, FCC Radio Telegraph License and is a licensed Radio Amateur operator. Mr Bass has taught GMDSS (STCW) courses at California Maritime Academy, Vallejo, CA and Clapsop Community College, Marine Section, Astoria, Oregon, since 1995.
