Simpson, Republican from Wyoming; and Connecticut Democrat Christopher Dodd) and of aides from other Senate staffs, Miller argues that the Senate is now a "conglomerate" in which younger, bolder members place personal ambitions above party discipline, hindering government and threatening a "legislative crisis."
