Beginning in the late 1970s with the Encyclopedia of American Foreign Policy ( LJ 11/1/78), Scribner has produced several important and highly useful reference works in American political, social, religious, and social history. This latest three-volume set features 76 original signed articles, often several thousand words in length and written by historians, political scientists, and other military and nuclear experts. Arranged both chronologically and topically, these thorough yet concise essays discuss not only arms control and disarmament issues in specific countries but also treat the historical dimensions from the ancient world to the present. The third volume, a collection of disarmament treaties over the centuries, will be especially useful to harried reference librarians seeking to find quickly the text to the 1928 Kellogg-Briand Pact outlawing war or other documents currently scattered throughout dozens of other books. Burns, who has edited several previous works, the most significant being Guide to American Foreign Relations ( LJ 2/1/83), has again produced a reference work without peer. Buttressed with current bibliographies, it is exceedingly useful for the novice or the accomplished scholar. Recommended for academic and most public libraries.

A major, comprehensive reference on the role of arms control and disarmament in world history, comprising 76 original, signed articles by historians, political scientists, sociologists, negotiators, members of the military, and nuclear specialists who cover the development and processes of arms control and disarmament agreements; assess the legal, economic, and political dimensions of arms control; explain the intricacies of negotiation, compliance, and verification; and discuss 30 modern-day agreements in detail. Contributors add to the usefulness of their articles by supplying annotated bibliographies. Includes 150 treaty excerpts and a comprehensive index. Probably more than high school or community college students will want to know, although the material is accessible and requires no particular background knowledge. The primary audience will probably be college and university students, though teachers and researchers will also find the material informative--even in areas with which they are well acquainted.
