But there is another bureaucracy equally as damaging or worse, argues David M. Gordon, a professor at the New York School for Social Research in New York, who died in March at age 51. He contends that a huge inefficient bureaucracy of corporate bosses hoards a disproportionate share of the national income at the expense of the people who are doing the real work and, in turn, leads to conflict and tension.
