James Wiley is Leader at the Maryland Cooperative Fish and Wildlife Research Unit, U.S. Geological Survey. Herbert Raffaele is Chief of the Office of International Affairs of the U.S. Fish and Wildlife Service. Kent McFarland is Senior Research Biologist at the Vermont Institute of Natural Science.
