However, he proved too liberal for most Republicans, whose attacks on the Democratic president's character finally culminated in his 1998 impeachment on charges of perjury and obstruction of justice regarding his testimony about his affair with White House intern Monica Lewinsky. Topics in the volume include Clinton's failed proposal for universal health care, his lift of the ban on gays in the military, U.S. foreign policy under Clinton, and the Lewinsky scandal and subsequent impeachment.

Grade 9 Up-After a 40-page biographical sketch that covers Clinton's political career and the recurring questions about his personal conduct, essays provide opposing positions on gays in the military, health-care reform, and his administration's foreign policy. The final chapter focuses on the impeachment; the five essays are critical of Clinton's behavior but differ on solutions about how he should have been held accountable. The last selection concludes that the impeachment grew out of the highly charged partisan atmosphere of Washington and presents suggestions for reforms to encourage bipartisan solutions for crises. The contributors include policy experts and commentators from across the political spectrum. Although there is little general background, the issues are clear. These readings provide readers with contemporary reactions to Clinton's decisions and conduct, making this volume a good companion to books such as Nathan Aaseng's The Impeachment of Bill Clinton (Lucent, 2000). Charts, graphs, and a few black-and-white photos and editorial cartoons accompany the text, and 17 primary-source documents, including excerpts from interviews, speeches, and reports, are appended.
