Synopsis

Security institutions such as the North Atlantic Treaty Organization play a central role in the organization of international politics, but there is little agreement on the best theoretical approach towards understanding the way major powers utilize them to advance their interests. Citing institutionalist, constructivist, and realist theories as the major explanatory frameworks for addressing this topic, Beylerian and Lévesque (both of the U. of Quebec in Montreal) present seven papers, covering the policies of the United States, Russia, France, Germany, Japan, China, and Canada, that assess the utility of one or more of these theories (or combinations) for understanding attitudes towards international security institutions. Distributed in the US by Cornell U. Press Services. Annotation 2004 Book News, Inc., Portland, OR

Review

"This book addresses an important theoretical and operational issue in contemporary international relations, namely, the role played by international security institutions in the foreign policy calculation of the major powers during the post-Cold-War era. It casts valuable light on the theoretical debate, pitting structural realists against institutionalists and constructivists. It is, to my knowledge, the only study focusing upon this particular set of actors and it is put together with the able contributions of an impressive set of country experts who are also conversant with the larger issues of IR." David Haglund, Sir Edward Peacock Professor of Political Studies, Queen's University
