In this work Vanderhooft is attempting to better understand the administration of the Neo-Babylonian empire by looking at it from the point of view of outsiders, namely the Hebrew prophets who speak of the empire of Nabopolassar and Nebuchadnezzar. His intention seems to be that this process act as a correction to the picture of the empire drawn from Neo-Babylonian documents alone, since they are the administration's view of itself.
