The history of the agency and its responsibilities are compressed in the middle sections. Not all of the terms used are explained in the text or the glossary. Lutz's book is rich in fact and anecdote. Students may be surprised to learn that Lincoln, a conservative, initially had doubts about the new Republican party and felt that it might be too radical. From a detailed description of the party's origins, Lutz rushes through topics such as Truman's presidency, the Watergate scandal, and Nixon's resignation.
