Markovits (politics, Univ. of California, Santa Cruz) and Reich (public and international affairs, Univ. of Pittsburgh) demonstrate the two ways the "new" Germany is shown today: a Germany, well aware of the Holocaust, that has been "Europeanized" and is ready to lead capitalist and democratic movements in Europe, and the Germany that built the concentration camps, was suppressed by the victors, and may one day try again to "Germanize" Europe. The authors show that Germany has not yet taken responsibility for leadership, much as the United States failed to do between the world wars. The reason they offer is collective memory, which makes some Europeans nervous about Germany. (In the authors' trenchant description, collective memory is what "finds its way onto the license plates of citizens.") When memory fades, how will a country conduct itself?
