In the first Arab Human Development Report (AHDR), gender inequality was identified as one of the main obstacles to development in the Arab Region, along with the deficits of knowledge and freedom that were addressed in the consequent AHDRs. This is the fourth installment in the series that was created to provide the Arab region with a needed neutral forum for initiating dialogues and structuring debates to build a reform agenda from within. These reports build on the wealth of Arab knowledge and insight, and present a vision of self-determined change based on a commitment to internal social reform and frank self-assessment. Forging an Arab renaissance is one of the key objectives of the Arab Human Development Series, and to chart the signposts along these routes, the series is a beacon. About the Author

The United Nations Development Programme brings policy makers, academics, and politicians together around poverty, democracy, and crisis prevention, and looks for innovative ways to address these issues. The Arab Fund for Economic and Social Development (AFESD) is an autonomous regional Pan-Arab development finance organization, ("the Fund"). Its membership consists of all states who are members of the League of Arab States. The AFESD is an Arab regional financial institution, having an independent juridical personality. Its function is to assist the economic and social development of Arab countries through financing development projects, with preference given to overall Arab development and to joint Arab projects; encouraging the investment of private and public funds in Arab projects; and providing technical assistance services for Arab economic and social development. The Arab Gulf Programme for United Nations Development Organizations (AGFUND) is a regional developmental institution that is concerned with the support of sustainable human development efforts, targeting the neediest groups in the developing countries, particularly women and children, in cooperation with the organizations and institutions active in this field.
