Synopsis
In the post–Cold War era, two fundamental changes have made missile defense for the United States and its military forces more compelling: The United States and Russia no longer see each other as direct threats and there has been a dramatic proliferation of ballistic missile capability in the Third World. Consequently, U.S. forces deployed overseas are more likely to be at risk and, eventually, the United States itself could become vulnerable to missile threats.With these changes in mind, David Denoon analyzes the current BMD dilemma, arguing that active defenses against missiles should be seen as a form of insurance against catastrophe. He assesses the likelihood of missile attacks and the appropriate level of investment for the United States to defend against such attacks. The book provides an assessment of deterrence and the performance of the Patriot missiles during the 1991 Gulf War, critiques the Strategic Defense Initiative, and analyzes the prospects for new types of short-range and intercontinental missile defenses.

He is a member of the Council on Foreign Relations, the National Committee on U.S.-China Relations, the International Institute for Strategic Studies (London), the Asia Society, the U.S.-Indonesia Society, and is Co-Chairman of the Columbia University Faculty Seminar on Southeast Asia. He is also chairman of the Editorial Advisory Board of Great Decisions. Denoon is the author and editor of seven books, including Real Reciprocity: Balancing U.S. Economic and Security Policy in the Pacific Basin. He published a monograph titled The Economic and Strategic Rise of China and India and an edited volume, China: Contemporary Political, Economic, and International Affairs. Denoon received a Ph.D. from M.I.T. He has served in the Federal Government in three positions: program economist for USAID in Jakarta, vice president of the U.S. Export-Import Bank, and deputy assistant secretary of defense. Missile defense technology being developed, tested and deployed by the United States is designed to counter ballistic missiles of all rangesā"short, medium, intermediate and long. Since ballistic missiles have different ranges, speeds, size and performance characteristics, the Ballistic Missile Defense System is an integrated, "layered" architecture that provides multiple opportunities to destroy missiles and their warheads before they can reach their targets. The system's architecture includes: networked sensors (including space-based) and ground- and sea-based radars for target detection and tracking; ground- and sea-based interceptor missiles for destroying a ballistic missile using either the force of a direct collision, called "hit-to-kill" technology, or an explosive blast fragmentation warhead; and a command, control, battle management, and communications network providing the operational commanders with the needed links between the sensors and interceptor missiles. Missile defense elements are operated by United States military personnel from U.S. Strategic Command, U.S. Northern Command, U.S. Pacific Command, U.S. Forces Japan, U.S. European Command and others. The United States has missile defense cooperative programs with a number of allies, including United Kingdom, Japan, Australia, Israel, Denmark, Germany, Netherlands, Czech Republic, Poland, Italy and many others. The Missile Defense Agency also actively participates in NATO activities to maximize opportunities to develop an integrated NATO ballistic missile defense capability. Seller Inventory # 82907
