Les pays d’Afrique ont fait des progrès importants depuis les années 2000 pour augmenter l’accès à

Le développement et la création d’infrastructures scolaires sont trop souvent entravés par une mauvaise allocation des ressources, des normes et des pratiques de planification inefficaces, des technologies de construction inappropriées, et des processus de gestion et de mise en oeuvre qui ne sont pas coût-efficaces.

Stratégies de construction scolaire pour l’éducation primaire universelle en Afrique examine l’étendue du défi des infrastructures scolaires dans les pays d’Afrique sub-saharienne, et les contraintes qui pèsent pour passer à plus grande échelle à un coût supportable. L’étude évalue les expériences des pays d’Afrique en ce qui concerne la planification scolaire, les plans types d’écoles, les techniques de construction, les arrangements pour la passation des marchés et la mise en oeuvre, au cours des trente dernières années. Elle passe en revue les rôles des différents acteurs dans le processus de construction : les administrations centrales et déconcentrées, le collectivités territoriales, les agences, les fonds sociaux, les ONG et les communautés locales. En s’appuyant sur une analyse approfondie de données tirées de plus de 250 projets financés par la Banque mondiale et d’autres donateurs, le livre tire des leçons sur les approches prometteuses pour mettre les pays d’Afrique en mesure de mettre en oeuvre des programmes de construction d’écoles qui soient à l’échelle requise pour atteindre les objectifs de l’EPT et des ODM pour que tous les enfants puissent achever une éducation primaire de qualité au plus bas coût marginal.
